    What Is A PSARA License?

    A Private Security Agency License, also known as the PSARA License is a prerequisite licensing to have before someone starts a private security firm or company in India. A Private Security Agency refers to an entity that conducts the business of providing security personnel and other related security services at establishments as an alternative to the police force. The business conducted by private security agencies is governed by The Private Security Agencies Regulation Act, 2005, also known as PSARA.

    After the enactment of this Act, it is now mandatory for a security agency to get licenced by the State Controlling Authority concerned before commencing business. In case there is any non-compliance observed, the law asserts stringent consequences. The application for a license to run a private security firm is made to the competent authority in the state. The license is issued to allow operations in one or multiple districts of a particular state, or for the entire state.

    Who can apply for a PSARA License?

    The following entities can make an application for a PSARA License to the Competent Authority of the concerned state.

    • An Individual
    • Partnership Firm
    • LLP
    • One Person Company (OPC)
    • Private Limited Company

    The Name & Object Of An Applicant
    The name and object of the entity should consist of the words “Security Services” or related terms that represent the objective of the business. For a Company, its MOA should contain “providing security services” as one of the main objects.

    Eligibility Of Director Or Principal Officer
    The applicant must be a Resident Indian, with sound financial standing and a clean record and must not have been convicted of any offence.

    MOU With Training Institute
    The applicant has to enter into a Memorandum of Understanding with a training institute or an organisation as approved by the State Controlling Authority to train the security guards. There is a relaxation for the training particulars for ex-servicemen.

    National Interest Clause
    A PSARA License will not be granted to a person or entity found keeping links with any organisation or association that is banned under any law or by the government in order to protect National Security and public order.

    Restriction Of Foreign Investment
    The Section 6(2) of The Private Security Agencies (Regulation) Act, 2005, says that a PSARA Licence shall not be issued if the establishment is not registered in India, or has a proprietor or majority shareholder, partner or director, that is not an Indian citizen.

    • Certificate of Incorporation & MOA of the Company
    • Address Proof of the Registered Office
    • Signed MOA with the training institute
    • Documents of the security guards
    • 2 Photos of the promoters
    • PAN Card of each of the Promoter
    • ID & address proof of the directors
    • ITR copy of each of the directors
